Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Election Guidance, States Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, raising alarms about a potential threat to democracy just over a week before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots tested by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator noted in a analysis released ahead of the 29 October election.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the stances of these political entities, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Citizens were being steered toward a political group that might not correspond to their ideological beliefs, she added.

“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”

Voting Background and Political Landscape

The Dutch head to the polls on October 29 in an electoral contest that will be closely watched across the continent for the showing of the PVV.

The right-leaning group of Geert Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

All major parties have rejected a coalition with the Freedom party, implying the runner-up party is most likely to supply the future head of government.

Inadvertent Prejudice Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
